Israeli surveillance firm that exploits weaknesses in the global SS7 telephone-signalling system to intercept calls and texts and locate phones without installing anything on the target device. Acquired by Francisco Partners in 2014 and merged with NSO Group. Citizen Lab identified likely Circles systems operated by governments in 25 countries.
